Dean was raised in Lakeland,
Florida, where he graduated from Lakeland Senior High School. He
attended the University of Florida, studying broadcasting and management
in the College of Journalism. Dean also attended Law School at the
University of Florida, receiving his J.D. degree in 1992. He began
practicing law in Orlando in 1993.
Dean has experience with a wide range of
state and local government law, land use, and government relations
matters. Dean focuses his practice on cases involving local, regional
and state government agencies, including regulatory, utility, administrative,
and quasi-judicial proceedings. Dean has experience with public
purchasing/procurement issues, as well as with Minority-and Women-owned
Business Entity (M/WBE) certification and contracting issues. Dean
has experience representing local governments and government entities,
and he served as General Counsel of the Orange County 2000 Charter
Review Commission. He is based in the firm’s Orlando office,
but also frequently works from the firm’s Tallahassee office
on legislative and state agency related matters.
